The chord formula is 1-3-(5)-b7-#9(=b3). It creates a nice tention as it actually contains a major 3rd and a flat 3rd (b3) at the same time, which is then named as a #9. Also you can see the 5 is skipped, which is done a lot when 9, #9, 11, etc ... chords are played. This for the simple reason that you only have 5 fingers and the added value of the 5th is not significant in these type of chords.
The 7#9 chord is an extended dominant 7th chord with an augmented (sharpened) ninth. This chord form got its nickname because it was a favorite of Hendrix, who did a great deal to popularize its use in mainstream rock music. https://www.fender.com/.../purple-reign-the-hendrix-chord
